The only way the global climate can be controlled is in the understanding that the financial institutions are the main cause of the problems as they only cater for the greedy.
The only answer to deal with individual greed is to empower the global institutions to take the responsibility it has to do the job.
The controls imposed on the financially greedy could then be given as incentives to the nations who controls their populations and indeed there could be financial reward for individuals who resist having children.
